Editable Project ID for External Reference

The user's CFO needs an editable project ID field for projects to link individual projects in Operating to corresponding projects in their external finance system. Currently, Operating preserves external IDs for imported projects, but the ability to edit these or add a new editable field for external reference is needed for seamless integration and financial tracking.
